Library Patrons Face Sharp Cuts To Monthly Movie, Audiobook Borrowing Limits In Westchester Westchester County library patrons are now facing significantly tighter limits on how many digital movies, audiobooks, and other titles they can borrow each month. As of Sunday, Feb. 1, the Westchester Library System has cut borrowing allowances on its popular digital platforms, Hoopla and Kanopy. Patrons can now borrow just three titles per month on Hoopla — down from the previous limit of 10. Devin Ramos-Artigas was arrested on Tuesday, March 25, following an investigation, the Franklin Borough Police Department said. A search warrant was executed at Ramos-Artigas’ home after it was determined he possessed digital media on multiple devices containing images and videos depicting the sexual abuse of minors, police said. Ramos-Artigas was charged with possession of child pornography, police said.
