Panhandler Charged Again Outside Warren County Lowe's
For at least the third time this year, a man has been charged with panhandling in Hackettstown, authorities said.
On Saturday, March 18, at approximately 4:30 p.m., Hackettstown police responded to Lowe's Home Improvement, 217 Mountain Ave, for a report of man knocking on car windows asking people for money and asking pedestrians for money, police said.
An officer observed Frank Vizthum, 53, of Hackettstown knocking on a car window.
Vizthum was charged with disorderly conduct and released pending a court appearance, police said.

Former Kidnapper Parked Stolen Car In Handicap Spot, Fair Lawn Police Say
FAIR LAWN, N. J. -- A pair of panhandlers in a Fair Lawn CVS parking lot -- one of them an ex-con who served time for kidnapping -- got there in a stolen car that they parked in a handicap spot, said police who arrested them.
Borough officers discovered that ex-con Geno LoCascio, 40, and Jordan Roy Stevens, 29, were wanted on warrants when grabbed them at the River Road pharmacy last Tuesday night, Sgt. Brian Metzler said.
LoCascio, who was paroled from state prison last March after serving three years for kidnapping, was taken into custody after giving police a fake name, he said.
