A Rockland County man accused of strangling his girlfriend, sparking a police chase, and barricading himself in a car with a shotgun during an armed standoff is now facing multiple felony charges, including kidnapping, prosecutors announced.
Marcos Seda, age 41, of West Haverstraw, was arraigned in Rockland County Court on charges of second-degree kidnapping, second-degree strangulation, second-degree assault, two counts of criminal possession of a weapon, and criminal possession of a firearm, Rockland County District Attorney Thomas E. Police say a 19-year-old man, who was out on bail, is responsible for the mass shooting at a Waterbury mall on Tuesday, May 27, that sent five people to the hospital with gunshot wounds.
Tajuan Washington, of Waterbury, is charged with five counts of first-degree assault, risk of injury to a child, criminal use of a weapon, illegal discharge of a firearm, reckless endangerment in the first degree, carrying a pistol without a permit, and illegal possession of weapons in a motor vehicle, Waterury police said.
Washington is being held on a $2 million bond.

A Long Island man is accused of pulling a gun on another driver during a road rage blowup, Suffolk County Police said on Thursday, May 1.
Christopher Tartaglia, 57, was behind the wheel of a BMW X5 on Cortez Drive when he began tailgating a vehicle near Indian Head Road around 6 p.m. on Wednesday, April 30, according to police.
The other driver pulled over to let him pass—but instead, Tartaglia stopped, pointed a handgun at him, and threatened him before driving off, investigators said.

A couple is facing charges after investigators found hard drugs and trafficking materials inside their home in the region, police said.
Rensselaer County residents Jacen Blair, age 46, and Rebecca Gorman, age 33, were arrested at their Hoosick Falls residence Friday, July 12, following a multi-agency drug trafficking investigation.
Sheriff’s officials said a search warrant executed at the couple’s Scott Street home uncovered approximately 71 grams of cocaine and fentanyl, along with a 22-caliber rifle.
